I am an electrical contractor. I use the actual dimensions to estimate the wire. Copper wire is much to expensive to just take a guess. Start with the home-run and add the LF as you go. 1 circuit at a time. On a large commercial job I might figure a median length circuit and then use that figure for all other branch circuits.

1'. request a material list and a break down of the estimate so you can see the cost. many contractors make a profit on materials, so take the list to lumberyards and d.i.y centers and see if you can beat the price. 2. do all clean up your self. you say you can rock, tape mud etc... so just hire out for the shell and exterior. get the necessary rough ins from plumbers,elec. & hvac. 3. once that's done, you can insulate and rock. at this point you have time on your side. finish the drywall and paint. if you need to, you can take a financial break (wait for tax returns, whatever) and hire out your finish work as the pocketbook allows. it'll be drawn out but, it's the best i have. good luck!

By the user, AKA, taxpayer. You can farm it out to private industry, but they will just collect it in fees, which is taxes to private industry. So, do you raise taxes to pay for infrastructure, or do you transfer taxes from that massive tax sink hole called the military, or do you just let it collapse into ruin and take the economy further down the collapsed drain.

First, the three prong outlets... how many total? I'll assume that you have a total of 8.... this will be one 20A circuit. You will need 1 breaker approx. 60' of 12-3 romex and the outlets themselves. Approx 3 hours total labor, with a cost of $195 for labor and approx $90 in material. The outlet with reversed polarity and the weatherproof cover approx. .5 hours labor and a material cost of $8. The total project cost of approx $325 + taxes. This cost is assuming these outlets are not in the bedrooms, bathrooms, kitchen, or garage area which will require a GFI or AFI breaker/receptacle, which would raise your cost around $30 for a GFI and about $75 for an AFI.
