Discount the construction costs for the first two years and add them together. Thats a negative amount. Then discount the cash inflows for the 20 year life of the project. Those are positive amounts. Add the costs and cash inflows together to get the NPV.

Country the city resides in.
Natural disasters inc. climate (do you need snowplows?)
Standard of living (running water, AC?)
Road network vs mass transportation?
Access to a river/port/ocean?
Do you need bridges? Subway/Metro? Airport?
Environment (will the earth support skyscrapers?)
