I think it is time for you to call for an engineer (architectural) to look at it.
If you just cover over a problem you risk being held responsible for it.
Most concrete over ready roof metal is reinforced but not always,and there is the question of how it was attached to the structure.
So you really do need to have an inspection by somebody qualified to write a specification for the repairs.

I once supervised the construction of a deck over parking at a condo. The bottom slab was supported by concrete joists. On top of the bottom slab was a membrane and protection board. On top of the protection board was one inch of clean sand. On top of the sand was 2 inches of concrete that I later sawed control joints every 2 feet and then sawing perpendicular every 2 ' forming 2 foot squares. I sawed to minimum one half inch. Went rather quickly. The concrete joists could be substituted with steel joists but want be as fireproof or as decorative.
You could pour a 7 1/2 inch thick reinforced slab supported at least every 12' with columns arranged to fit inside interior walls of the ground floor and then do the membrane/protection board and paving on top. Should be simple for a structural engineer to design.

Simple as do you want to spend more or less money?
I am not a big pool fan so, hard for me to be fair.
I would probably put in a top of the line above ground with surrounding deck, changing room,etc. but you might need in ground due to the extreme winter.
Ask a realtor about resale value- sometimes a pool can hinder the sale.

Talk to a local contractor. They will be able to tell you what your frost line is, and act as a "consultant" in the construction. You will have to pay a small fee, but in the long run it may save you some headaches. Hope this helps.

Is there a solution after watering to the back fill of the cured concrete footing?

We Answered:

You need to add more dirt since the back fill has settled. If you are concerned about getting the dirt packed in better, you could pour some dry fill sand in voids then gently pack it down.

Unless you used a mechanical packer when you back filled the dirt will always settle - part of nature.

Another option is to pack the dirt down around the piers then add and pack more dirt around them.

If the piers were poured properly and soil is not eroding from around them then you have no problems - just need to add more dirt. Don't worry this happens all the time when back filling.
