I am not in your area and have never had wind gusts over 60 m.p.h., but here goes. It sounds as if the screws and anchors were a bit long for the installation and the screws were not stainless.
1. Remove the screws and anchor. 2. Fill in the resultant holes with mortar mix mixed 50/50 with an admixture such as Acryl 60. There are also epoxy type mortars available at most hardware or concrete supply houses, along with integral anchors and anchoring screens. 3. Let the mix harden and re drill and set a new lead anchor, or tap a new anchor in when almost hard and allow to finish hardening. 4. Reinstall shutters using stainless steel screws. Lastly, you will probably break off the heads; you may be able to pull them out with the anchors, or tap them thru to the concrete block cell.

Yes you can do it both ways. If you bust a hole in the block wall, be sure to seal the area around the hole to keep bugs and heat out of the house. The minimal expanding foam works great.

There is a good chance you can get them apart with a masonary chisel and a hammer. it won't be easy but you should be able to reuse most or all of the block. It might be more reasonable to buy new block. It might take a long time to get the adhesive off the blocks. I know a chisel works because I had to do it last week at a job I was at.
