Sure it is. Photo cells use the sun's energy to produce electricity and produces no ghg's.

The only down side is that these cells only produce power when there's sunlight.

Doesn't have as much hazardous waste as a coal-burning plant, nuclear plant, etc.

Silicon is abundant. Less concern for destroying the environment, as in strip mining for coal, mining for urainium, damming a river, or drilling for oil. In the case of solar thermal (like a hot water heater), there is no silicon used, even.

And, as you said, the pollutants released during a panel's life is chiefly the stuff released during the manufacturing process. After that, it's cleaner than any major form of power generation except hydro, wind, and debatably nuclear.

In all of this, it's never that solar is totally clean, it's just generally cleaner than the alternatives.
